Purpose
The Housner Fellows Functional Recovery Post-Earthquake Questionnaire, released in September 2025, is a tool for collecting consistent data on loss of building function and the efforts to restore functionality over time. Data gathered using the questionnaire can be used to validate recovery time estimation methods and inform the development of recovery categories (i.e., timeframes) in future building codes, standards, and other guidelines. The questionnaire can also be used to better understand how recovery on a building level differs across parameters such as type of damage, occupancy, shaking intensity, building codes, and location.

The developers are especially interested in connecting with individuals who have upcoming plans to use the questionnaire or have already used it as part of a reconnaissance effort. This questionnaire was developed by the Class of 2020 Housner Fellows (Nuraini Rahma Hanifa, Chiara McKenney, Maria Mohammed, and Siamak Sattar) under the guidance of Housner Fellow Trainer Lucy Arendt.
Background
In recent years, the momentum for functional recovery-based seismic design provisions has grown rapidly. There are ongoing efforts to develop recovery time estimation methods, recovery timeframes, and design requirements. Recovery data from actual earthquakes at the building level is the missing link to validate the recovery time estimation methodologies and inform the standardization process. To serve this need, the Class of 2020 Housner Fellows developed a publicly available data collection tool to gather post-earthquake recovery data for buildings.
